Переводу слов этого типа, содержащих в себе скрытое отрицание или отрицательный компонент, учат на специализированных факультетах. Основной прием во многих случаях – антонимический перевод, «раскрытие» внутреннего отрицания. Например, to deter rust – не допускать ржавления, не давать заржаветь. Вот несколько более «каверзный» пример: Certainly, kids shouldn’t smoke; parents, taxes and laws should deter them (International Herald Tribune). – Конечно, дети не должны курить – этому должны препятствовать родители, налоги и законы. В общем, при некоторой переводческой изобретательности выйти из положения не так трудно.
•• Сложнее обстоит дело с существительным deterrence в его политическом, терминологическом значении (особенно в словосочетании nuclear deterrence; впрочем, компонент nuclear часто подразумевается без упоминания). Прежде у нас это слово переводили устрашение, потом стали чаще говорить сдерживание (ядерное сдерживание). Причина перехода к этому переводу мне неизвестна, но думаю, что первый вариант был ближе к истине. Ведь в самой этимологии этого слова (от латинского terrere – пугать; отсюда же и слово terror) и в обиходном значении глагола (см., например, определение в Oxford American Dictionary: to discourage or prevent from doing something through fear or dislike of the consequences) явно содержится элемент страха. К тому же сдерживание является русским эквивалентом другого политического термина – containment (т.е. политика, направленная на недопущение распространения сферы влияния какой-либо страны или идеологии – containment of communism). Если по-русски этим различным английским терминам соответствует одно и то же слово, то как читателю понять, о чем идет речь? А ведь разница существенная! Поэтому надо либо уточнять, что речь идет о ядерном сдерживании, либо вернуться к слову устрашение. Если речь идет о сдерживании, то все-таки посредством устрашения. То же самое и в тех случаях, когда речь идет, например, о смертной казни: Is capital punishment a deterrent to crime? – Является ли смертная казнь эффективным средством устрашения преступников?
